The Cowboys are discussing free agent OLB Anthony Spencer's future with the team on Monday, but "indications are" he will not be franchise tagged.
The Cowboys have signalled they can't match Spencer's asking price, but a source tells the Dallas Morning News that's not "definitive." Spencer would have been much more likely to be franchised for the second consecutive year had the Cowboys reduced Tony Romo's $16.8 million cap hit ahead of Monday's 4PM ET deadline for the tag.
