AZCardinals.com expects the team to tender restricted free agent QB Brian Hoyer an offer.

Hoyer was originally classified as an unrestricted free agent, but he was on an active roster for just five games in 2012, falling one game short of accruing a full season. Last month, CBS' Jason La Canfora said "plenty of teams" viewed Hoyer as a "strong No. 2 who could thrive as a spot starter." It's a tough break for Hoyer, as he misses out on taking advantage of a weak quarterback market.
