Browns will not use franchise tag
Phil Dawson - K - Cleveland Browns
Feb. 23, 2013 - 2:50 PM ET

Browns CEO Joe Banner says the team will not use the franchise tag.

This is not a surprise. Phil Dawson has been the team's "franchise" player for the past two seasons, but if the Browns slapped him with the tag for a third consecutive year, they would have had to pay the 38-year-old close to $15 million. Cleveland is expected to move on from many of their veteran free agents.
