
Among many other things, the latest NHL CBA offer proposes reforms to the NHL draft lottery.
As things currently stand, a team can only move up a maximum of four spots and down one. That's why the New Jersey Devils ended up with the fourth overall pick in 2011 despite the fact that they won the lottery. The NHL is now proposing a new weight draft lottery system where every non-playoff team will get a shot at the number one pick. That will create more intrigue and might be seen as fairer to many people. It would also provide further disincentive to any franchise that might try to tank. At the same time, the draft is set up to help the worst teams in a way to maintain competitive balance and this new proposed system might hurt that. This could create a situation where a team already down on its luck ends up losing the top pick to a club that just barely missed the playoffs.
